Current template must be a real project. Although, there is a tip to set a private group contains all templates, I consider a custom library instead is a better way.

This would just make the software complicated.
Having a private group solves the problem for most of our customers. Group permissions too can be enabled to restrict people from modifying the templates. (We suggest having the group as private, so that only relevant people can see it.)
